If you have not yet watched Torchwood: Children of Earth, I highly recommend doing so. iTunes is currently selling the entire series for $8.99.
It's worth it.
If you've already seen it, by all means, discuss. If you haven't seen it...
It's brilliant. It's intense. It's depressing. It's cynical. It's brilliant.

Yeah, I caught it when it was on BBCA a while back.
I was quite impressed. Not something you could make for US TV for about seventeen different reasons.
They've said there's going to be more Torchwood, though with the bodycount, I'm not sure how they manage.

New set? I'm told the Hub soundstage is being used for the new TARDIS console room.

Spoilers below. Read on at your own risk.
It's not Torchwood without Jack, I don't think. I could see the Cop-Lady, whose name I can't remember, connecting with the !Martha character that they wedged into the minister's office when Freeman was busy with Law and Order, and trying to deal with problems massively under-prepared and needing Jack to come in to save the day, I suppose. A return of Owen Harper isn't out of the question either, as a guy already dead being subjected to massive amounts of radiation isn't exactly guaranteed to be existence ending (though having watched more of the first season, I start to get the feeling that he was killed off because there wasn't much to do with him any more.)
A new set is certain, since the bomb in Jack went off in the hub rather spectacularly.

Keep Torchwood dead. Move Gwen to the main Doctor Who series, where I am sure they can get some milage out of a young Doctor as sort of a surrogate son for a happily married couple.
